Bug#1056747: libtomcat9-java: Tomcat 9.0.70 regression #66388 breaks applications like Xwiki

Dear Maintainer,

Tomcat 9.0.70 suffers from a regression (not occuring in Tomcat 9.0.69 and fixed again in 9.0.71) which causes
issues with (or entirely breaks) applications loading files with spaces in their name:

This e.g. also leads to problems in the Xwiki application: https://jira.xwiki.org/browse/XWIKI-20470

Backporting the relevant fix to "unbreak" these applications in Bookworm would be great.
