Bug#1066114: libzookeeper-java missing PrometheusMetricsProvider

Zookeeper comes with a new metrics systems since 3.6.0, enabling users
to monitor several aspects of the service. This new metrics system also
supports Prometheus monitoring, see
https://zookeeper.apache.org/doc/current/zookeeperMonitor.html#Prometheus.
Unfortunately, Debian's libzookeeper-java does not seem to build and
bundle the necessary class PrometheusMetricsProvider.

The assumption was that it is possible to monitor Zookeeper on Debian
using Prometheus.

The system used is Debian bookworm with Java 11/17 and latest Zookeeper
packages.
