The advantage of pkg-js-tools is that it enables real autopkgtest tests
on installed files and found some regressions (packages not really
usable on dependencies upgrade).
Release team accepted some unblock that added this.

I recommend you to use it when autopkgtest files actually does not
enable upstream tests.
