Possible change in dh_makeshlibs in dh 12

Niels is considering doing: #896464: debhelper: Make -V the default
for dh_makeshlibs - https://bugs.debian.org/896464

I *think* that might not be good for us, although if it's good for
many we might need to change or rules files.

If anyone is interested in following this I think this is the right
time to chime in.
