Justification: renders package unusable

Dear Maintainer,

virsh is completely unusable without libvirt-daemon-system as

root at debian:~# virsh uri
error: failed to connect to the hypervisor
error: Failed to connect socket to '/var/run/libvirt/libvirt-sock': No such file or directory
