Sorry. I was reading the information on 
https://packages.debian.org/sid/sddm-theme-debian-elarun incorrectly.
Indeed, it is a recommends relationship.

I see this issue in openQA for two separate test cases:
1) Running the Debian installer with the LXQt desktop enabled
    Latest result: 
https://openqa.debian.net/tests/117521#step/_graphical_wait_login/13
2) Starting the live image for LXQt
    Latest result: https://openqa.debian.net/tests/117381#step/bootwalk_0/7

The issue isn't the sddm-theme-debian-elarun is not installed, but the 
additionally sddm-theme-debian-breeze gets installed too. And 
sddm-theme-debian-breeze additionally brings in kwin.
