Meh, I made a thinko here: While this works perfectly fine for the
source package, it won't work without epoch for the binary packages as
those are not renamed and would have lower versions.

So the first chance to change the Debian version number to using
"~dev" without using an epoch is when upstream starts the 2.8.10
development cycle.

Then again, upstream's released stable versions have a "rel" suffix,
so it's not really that important to mangle the "dev" suffix into
"~dev". :-)

Anyway, I'll upload a 2.8.9dev8 based package into the NEW queue
anyways, so that there is a chance to continue seamless with the new
source package name.
