[Pkg-mailman-hackers] Mailman 2 removal - transitional package

Hi all,

So it seems time to remove Mailman 2.x from unstable now.

I propose to not remove it wholesale but change "mailman" to a
transitional package depending on mailman3-full. Mailman3-full could
Provides: mailman.

Do you agree with this?
