It seems like one mali-utgard dkms driver should work for all
Utgard GPUs in principle, but yes the issue is with the
user-space just like for Midgard or Bifrost.

For Midgard and Bifrost, there's a range of compatible revisions
between user-space and kernel-space.  It's something worth
checking again with ARM to see if something similar exists for
Utgard.  Otherwise, there could be one mali-utgard dkms package
for every release of the kernel driver to match any available
user-space driver.  The issue still being about producing these
user-space binaries, and having a suitable license to
redistribute it.  It would be nice if ARM could grant some OEMs
the right to produce binaries with the new EULA directly, which
was designed to be compatible with non-free distro packaging.
