[Pkg-Mali-devel] mali-midgard updated for 4.19

I just uploaded a new mali-midgard package (16.0+pristine-4) which builds OK on 4.19 (and 4.16).
(Thanks to Rohan for pointing out that we needed an update again).

I updated salsa git to correspond too.

If someone would like to test whether it actually works or not in
terms of putting pixels on screens that would be good.

This is likely to be the one that ships in buster so lets try and make sure it's useful.
