[Pkg-Mali-devel] Bug#986453: RM: mali-midgard -- ROM; Free mali drivers are now in debian

The panfrost free drivers for mali midgard are now in debian so there
is no reason to maintain this shim module for the non-free driver. It
only ever worked with a very limited range of hardware.
Please get rid of it for unstable and testing so it's not in the forthcoming release.
