[Pkg-mpd-maintainers] MPD 0.21 in buster

Hi Florian,

I've started packaging v0.21 on my side, I have a working build on
amd64. It is not as polished as the current official package (missing
tests, full documentation build,...).
Anyway it'll be easier for me to test 0.21 branch now.

I published it on salsa if you want to have a look:
