[Pkg-mpd-maintainers] mpc 0.31

Hi,

The latest mpc release supports "search" with filter expression which is a feature of
the MPD branch 0.21.

The search command support old argument along with filters in version 0.31, it wont
break user experience then.

It could be nice to have it along with the latest MPD in buster.

What do you think?

I don't know if Florian or somebody else worked on it, but I pushed somes changes on my
fork. Nothing else than an update of standard version and dh compat.

I also patched doc.meson.build to fix #908756.
