Bug#959177: jackd2: Old version with Python2.

Dear Maintainer,

please consider updating jack2 to version 1.9.14 which was released in
November 2019 and update the dependencies to python 3. Python 2 reached
its end of life. Upstream jackd2 seems to have been updated to python 3.
