New version 1.17.4-1 of libheif available for upload

Hi Balint,

thanks for the heads-up, I enabled CI for libheif now. Tested CI in a MR
before:

Also thanks for sponsoring my upload! I'm currently applying for
becoming a Debian Maintainer to be able to upload these packages myself
in the future.

As I haven't found a DD yet for cross-signing, would you be so kind to
endorse my key? It's the one I'm using for my mails, to sign my commits
on Salsa and elsewhere (GitHub / GitLab).
