the problem wit hthis is less the licensing, but the missing source code.
the res.h file is *not* the source code for the images.

the "source code" (according to Debian) is the "preferred form of 
modification. if I want to exercise the rights granted to me via the 
LICENSE and desire to change the (existing) icon, should i modify res.h? 
or put otherwise: if *you* (as upstream author) do not like the 
background of the icon any longer, do you go and edit res.h, or do you 
instead modify some other PNG or SVG file (which we do not have access 
to), and then convert it into a form suitable for res.h?

so far this looks good.
there's a name clash with the "borg" backup-software in Debian, but 
that's about the only problem i spot right now.

the only thing left to do, is find somebody who actually wants to 
maintain the package (and I'm afraid this is not going to be me).
you might consider doing the packaging work yourself.
