/usr/bin/mysql_config doesn't accept arguments.

Expected:

  $ /usr/lib/x86_64-linux-gnu/mysql_config --cflags
  -I/usr/include/mysql -I/usr/include/mysql/..

Actual:

  $ mysql_config --flags

It's caused by the wrapper script for the actual mysql_config:

  % cat /usr/bin/mysql_config
  #!/bin/sh
  exec /usr/lib/$(dpkg-architecture -qDEB_HOST_MULTIARCH)/$(basename $0)

"$@" should be added to the tail of the command.

Probably #881073 is triggered by the same cause with it.
