[debian-mysql] MariaDB 10.5.11 and 10.3.30 pending

I've imported MariaDB 10.5.11 and 10.3.30 into the Debian packaging
repositories and done the basic testing using our Salsa-CI pipelines
for feature checks and Launchpad builds for 5 x architecture checks.
All passed so far.

**I'll keep these pending for some days in case somebody wants to
contribute with debian/changelog updates or small fixes.**

In particular, if there are any Debian Buster -> Bullseye upgrade bugs
they need to be addressed _now_, Currently our testing does not detect
any, but the testing does not cover all possible scenarios.

Note that both of these are targeting a stable update. Naturally
10.3.30 is a stable update for Buster, but since Bullseye is in freeze
now, also the 10.5.11 upload is in effect a future stable update
targeting Debian Bullseye.

The 10.5.11 will be the last 10.5.x in Debian
unstable=testing=Bullseye. After that I'll start working on importing
MariaDB 10.6 into Debian unstable.
