Well, this gets more interesting...

Even a fresh install fails :(

I prepended /usr/bin/logger to the command and that says it should work.

I redirected output to /tmp/nagios.out and it shows errors like:
 	mail: /tmp/user/0/mail.<random crap>: permission denied

Which points to libpam-tmpdir...  The job starting as root, then
changing to uid=nagios, but TMP didn't get re-assigned.

I've put
 	export TEMP=/tmp
 	export TMP=/tmp

into /etc/default/nagios2 and restarted the daemon on the affected
machines... Will keep y'all posted.
