Been giving the iptables packaging a bit of a polish, including a fix
for:

  https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1038305

which I will push shortly, and I started looking at this bug.  Still a
bit of a newbie, but I presume that the procedure would be to split the
contents of the iptables package between new iptables-nft and
iptables-legacy packages, retaining a transitional iptables package
which depended on the two new ones.  If that's correct and no one
objects, I'll get on with it.
