Thanks a lot for your bug report and the detailed explanation.

We've already started to fix this issue for the Debian Pacackage and
also bring it to upstream's attention.

The only thing I'd ask you is to add a license to your webgeo2ipct.pl
script so that we can include it in the debian package.
