Bug#964496: libjson-validator-perl: License known for cache files

This causes malfunction when there is no internet access or when swagger.io (where the schemas are hosted) is down.

But actually excluding the files from the package doesn't seem necessary.
I got a confirmation[1] that they[2] are under Apache-2.0 license.
