This package is unusable with Perl 5.38 (currently in experimental).

  $ perl -MNumber::Format -E 'say Number::Format->new->format_number(1)'
  mon_thousands_sep and mon_decimal_point may not be equal at -e line 1.

It also fails its test suite, making it fail to build.

This is fixed upstream in 1.76 (not noted on the upstream ticket though.)

I'm adding

  Breaks: libnumber-format-perl (<< 1.76) 

on the perl side in the next upload.
