I've finished (I didn't create tags), please review this package [1].

pear-phpunit-channel (1.2-1) unstable; urgency=low

  * New upstream version
    - Replaced pear.phpunit.de.reg with channel.xml
  * Switching to pkg-php-tools and dh-sequencer
    - Add build-depends on pkg-php-tool
    - Rewrite debian/rules
    - Drop a d/pear-phpunit-channel.install file
  * Add myself as uploader
  * Change the license from BSD to BSD-3-clause
  * Use canonical URI in Vcs-* fields
  * Bump debhelper compat to 9
  * Bump Standards-Version to 3.9.4
