[pkg-php-pear] Symfony 2.8.4

Hi David,

since Symfony currently FTBFS, I tried to upgrade it to 2.8.4, since it
would fix the failing test (Validator component, related to
phpunit-mock-object).

Sadly I saw, that Symfony 2.8.4 needs a newer version of
php-symfony-phpunit-bridge to run some tests, than provided by
src:symfony itself.

There is a discussion about this with upstream here:
https://github.com/symfony/symfony/issues/18319

I suggest we do the following:
- Skip Symfony 2.8.4 for Debian at all (or at least for now)
- Take the easy approach and accept that the test failing in 2.8.4 are
  skipped in future (starting most likely with 2.8.5)

Anyhow I think I'll prepare a 2.8.3+dfsg-2, fixing the current FTBFS.
