[pkg-php-pear] RFS: libphp-swiftmailer - PHP 8.0 compatibility

Hi team,

I've prepared a new version of libphp-swiftmailer to make it PHP 8.0
compatible. It's a new upstream version (minor). It's on Salsa [1].

I was recently granted DM status [2] but I don't yet have permission
to upload any packages. Anyone interested in sponsoring this could
consider granting me permissions [3] too/instead.
