[pkg-php-pear] updating nusoap package

Some additonal information:

Back in 2012, https://web.archive.org/web/20120312071208/https://
getcomposer.org/doc/04-schema.md suggested LGPLv2 as possible values
which was used in composer.json since the 1st commit dated back in 2016.

Later on, in 2018, the value in composer.json was changed to "LGPL-2.0-only" 
which is still not in line with the header of the source file.
