1. Looks like 02-debian-skipPhingCompareTest.patch has included some 
part of debian/changelog, by mistake?
2. autoload.php.tpl and autoload.build.php.tpl are identical, should one 
file be removed?
3. I think the description could be improved:
- Don't need to mention that libphonenumber-for-php requires this package.
- 2nd paragraph talks about a different extension: talk about this 
package instead, e.g. that it does *not* rely on the OS's CLDR data.

I will continue reviewing the rest of the packages listed in your email.
