[pkg-php-pear] new pecl package

Hi, sorry I realise this isn't quite the right list, but pkg-php-pecl
doesn't exist AFAICT, and this is the only php-based list I could find.

I'm a maintainer of a fairly new PECL package,
https://pecl.php.net/package/opentelemetry
It's been picked up and packaged by Alpine and Remi repo, I wanted to alert
somebody and see if it could make its way into debian as well.
