[Pkg-privacy-maintainers] Request to join the team: lamby

Hi!

I hereby would like to request that we accept Chris Lamb as a team
member for pkg-privacy-maintainers.

The packages we currently maintain for Tails in Debian need a bit more
love and care and Chris agreed to help out.

According to our team processes [1], the initial deadline for finding a
consensus is two weeks from now, i.e. April 3rd 2019.
