I got the same issue, running buster
All windows are black here.

start-tor-browser --verbose shows:

"aa-disable /etc/apparmor.d/torbrowser.Browser.firefox" fixes the issue.

"aa-audit /etc/apparmor.d/torbrowser.Browser.firefox" makes syslog show:

Fixed by adding
/dev/shm/org.mozilla.*.* rw,
to /etc/apparmor.d/torbrowser.Browser.firefox
