[Pkg-privacy-maintainers] torbrowser-launcher in Debian: TBB archive download URL change

Hello,

As I mentioned in the following MR, the Tor Browser Bundle archive name
format got changed with the recently released Tor Browser 13.0 and
torbrowser-launcher now returns 404 when trying to download TBB. It got
workarounded on the Tor Browser server, but that workardound is just
temporarily and will be removed. The proper fix is in the following MR:

Please review and merge it. The same fix is already present in upstream
(but a new upstream release is not planned at the moment since
torbrowser-launcher just got moved under the Tor Project umbrella and there
are other things that need to be done first).

The same fix is also already applied in Fedora and on Flathub.
