Sorry for delay - just found your msg in spam quarantine from Friday.

This was resolved.  I had "testing" dist in sources.list, no favoring
of "stable" in preferences file or elsewhere.  In that case apt will
install later versions, which seems to explain the symptoms I
observed.

When I removed "testing" from sources.list and did an update, I got a
clean "stable" install of ruby.  Thanks.
