[DRE-maint] Bug#557190: [haml-elisp] should depend on ruby-elisp

I was unable to have haml-elisp configured before installing ruby-elisp, which 
caused ruby1.8-elisp to be installed on my machine. Here's what dpkg outputs:

Now haml-elisp only depends on emacs | emacsen .
