[DRE-maint] Bug#707104: bundler: Bundler::CLI depends newer ruby-thor

Dear Maintainer,

In Debian, "bundler" package does not provide "vendor" library. 
Thus,

We can't use bundler until the newer ruby-thor is into unstable.
