[DRE-maint] Bug#770913: ruby-bootstrap-sass does not ship any assets

while precompiling assets for diaspora, which uses bootstrap-sass, I
found this package does not ship the assets.

Sprockets::FileNotFound: couldn't find file 'bootstrap-tooltip'
