[DRE-maint] Bug#867739: gem2deb: provide a better way to specify gemspec for build and tests

The rest-client gem provides two gemspecs. The one to use must be
specified both for the build process, and for gem2deb-test-runner.

For the latter, there's currently no other way than adding a
debian/tests/control file that sets the DH_RUBY_GEMSPEC env var.

After discussing this on IRC, one solution could be to add a
debian/gemspec file or symlink.
