Subject: gitlab should precompile assets itself if relevant dependencies change

Version: 8.13.3+dfsg1-2
Severity: important

Hi,

in #846916 you advised me to run "rake assets:precompile" after I
upgraded my version of ruby-jquery-rails. This really should not be
necessary and the gitlab package should do this itself if any relevant
package versions get upgraded/changed. I could for example imagine that
you could use dpkg triggers to run the required gitlab tasks.

Thanks!

cheers, josch
