[Pkg-rust-maintainers] Bug#899038: libgit2 0.27 transition

cargo 0.26 is not expected to work with libgit2 0.27, but cargo 0.27 has been updated by upstream to work with it. Please delay the migration until we've packaged cargo 0.27, which should be soon after I get rustc 1.26 out of experimental into unstable.
