[Pkg-rust-maintainers] Bug#968512: Please rebuild with modern rustc

Dear Maintainer,

Currently, rusty-tags in testing has "Built-Using: rustc (=
1.38.0+dfsg1-2)", keeping this old version in the archive, which
build-depends on libllvm8, which I want out of testing because it
FTBFS.

Please rebuild it with modern rustc, either by uploading a new
version, or by requesting a binNMU.
