dh-cargo-built-using currently sets Built-Using for "source-left" licenses, and
X-Cargo-Built-Using for any others (while going through the transitive dep
tree). it should switch to Static-Built-Using like dh-go, so that a new dh tool
for aggregating d/copyright does not need to special case different language
ecosystems/substvars.
