I've pushed my current work here:

The package is currently installing the stage0 cargo binary.
I haven't extensively tested it yet, but it should work exactly like the 
stage1.

Automating the steps to assemble the multi-tarballs is a bit longer as it 
involves some manual steps, I'll try to better document the process later.

I'd be glad if somebody could try to build the package, test the resulting 
binary and get rid of the TODO in debian/copyright.
