Raising severity, as this is a blocker for upgrasing src:rust-wasmtime.

<p>Unfortunately, it seems that upstream does not provide a<br>
changelog or migration guide.<br>
<br>
I've taking a preliminary look (that is I've looked but I haven't<br>
tested anything yet) at the reverse dependencies and things<br>
don't look too bad.<br>
<br>
python-cramjam - broken and not in testing.<br>
python-maturin - uses 0.13 upstream, debian is downpatching<br>
rust-pyo3-build-config - uses 0.13 upstream, debian is
downpatching<br>
rust-tss-esapi-sys - latest upstream stable release uses 0.12,
upstream git uses 0.13, unfortunately upstream included the
dependency bump in the same commit as a bunch of unrelated
changes.<br>
rust-wasmtime - jonas's package.<br>
<br>
I've uploaded the new version of target-lexicon to experimental,<br>
jonas can you look at wasmtime and I'll take a deeper look at<br>
the other crates.<br>
