I suggest that debcargo should use crates.io as the homepage when:
- Cargo.toml doesn't set a homepage
- and when debian/debcargo.toml doesn't set a homepage

This would fix bugs like https://bugs.debian.org/919989 . A lot of
Rust crates don't set the homepage and this would make
https://tracker.debian.org/ more useful for people who want to click
links to find upstream.
