[Pkg-salt-team] New upstream release 0.15.0

Hi,

I've imported the new upstream version and made 2 relevant updates.

1) addition of dctrl-tools as a recommended package per [1]
2) build cleanup as a result of upstream fix

I also backed out the init file changes that should have been made on
the branch.

The new changelog lines are below.

The only lintian error is the persistent one about the man file line break.

No changes have been made to the init files.

This has all been pushed up to the alioth repository. Assuming all is
fine, could a sponsor please upload it?
