[Pkg-salt-team] salt 0.16.3-1

Hi,

I have prepared salt 0.16.3-1 and pushed it up to the repo.

I have:

1) removed the init script lintian warning
2) cleaned up the init scripts
3) imported upstream 0.16.3
4) overriden the manpage-has-errors-from-man lintian error
5) removed the packaging fix for the upstream bug worked around last time.

The salt-minion init.d script required some care as the previous
version left processes lying around when stopping/restarting. This was
because the minion does not contain code to terminate subprocesses
when it is ended (the master does).

If you are happy to upload this, please do so, otherwise please let me
know what I should fix.
