[Pkg-salt-team] Bug#851559: FTBS: override_dh_auto_clean fails in a minimal build environment

In a minimal build environment (no sphinx), the package cannot initially
clean itself because the upstream doc/Makefile checks for sphinx-build executable
and Debian doesn't get any benefit of that.

Please accept the patch that would remove this check completely.
