Shibboleth2 packaging

Git repositories have been created for xmltooling, opensaml2, and
shibboleth-sp2 on git.debian.org and should be accessible to all members
of the pkg-shibboleth Alioth project.  I've imported your current source
packages into each.

The repositories should be visible on git.debian.org sometime tomorrow
(the update cron job runs every six hours).
