initscripts must not depend on sysv-rc.  It is to be (mostly) init-script
system agnostic (i.e. work with file-rc, runit, etc).

Does this API touch the init scripts, or just the init script system?  Can
it work with other initscript systems, like file-rc?  Would it work with a
paralell initscript system like runit?
