I'm having the same problem after upgrading all four packages, and it
disappeared after downgrading sysvinit-utils to the version in unstable.

Symptoms: On entering runlevel 6, sulogin was spawned, no way out except
with sysrq keys.  After a reboot, none of the initscripts had run when
runlevel 2 was entered.
